In line with Norwegian priorities, the Action Plan from the Warsaw Summit 16-17 May 2005 gives priority to young citizens of Europe. The violent conflicts in today’s society is in many ways a mirror of social exclusion. Be it persecution of minorities, discrimination against religious groups and practices, gender inequality, and insufficient integration of disabled people, the effects of social exclusion divide society and young people.

White Paper on Intercultural dialogue

The process of preparing a White Paper on Intercultural dialogue which started in spring 2006, is soon to be finalised. Intercultural dialogue is a new approach to cultural diversity, considered more fruitful than earlier approaches such as assimilation or multiculturalism. It comprises improved communication between people of different ethnic, cultural or religious backgrounds. Its goal is equality between and respect for different worldviews by increasing their understanding of one another.

European Audiovisual Observatory: Norwegian Presidency in 2006

In 2006 Norway held the presidency of the European Audiovisual Observatory (EAO). The Observatory’s working areas include film, television, video/dvd and new media in Europe. The Observatory gathers, manages and disseminates information about market and statistics, law, production and its financing within the mentioned media areas. The Norwegian priority was to expand the Observatory’s area of expertise.

Hammarberg takes office as new Commissioner for Human Rights

Official hand-over from Mr. Alvaro Gil-Robles, the first Commissioner for Human Rights, to Mr. Thomas Hammarberg (Sweden), new Commisioner for Human Rights, took place in the Council of Europe the 3rd of April.

Ikke-voldelig oppdragelse stod på agendaen da 21 unge europeere i alderen 13-18 år med foresatte møttes til diskusjon i Europarådets ungdomssenter. De unge, fra 19 europeiske land, debatterte spørsmål som "Hva er god/dårlig oppdragelse, og hvorfor?", "Hvis du skulle sende foreldre på kurs, hva kunne du tenke deg skulle stå på læreplanen for hvordan barn skal behandles?", og "Bør det være ulovlig for voksne å slå barna sine?". Norske Mona Sandbæk var koordinator for konferansen som fant sted 6.-7. oktober 2005 i Strasbourg, Frankrike. Petter Hoxmark, norsk deltager, rapporterer fra konferansen.

Anti-Torture Committee visited Norway

The Council of Europe’s Anti-Torture Committee (CPT) carried out a periodic visit to Norway from 3-10 October 2005. The delegation followed up a number of issues examined during previous visits, including, in particular, the fundamental safeguards against ill-treatment offered to persons deprived of their liberty by the police, the restrictions imposed upon remand prisoners and the situation in psychiatric hospitals. Further, the delegation examined the treatment of prisoners detained in units with very high security.

Europarådets innsats mot terrorisme

I etterkant av terrorangrepet mot USA 11 September 2001 har antiterrorarbeidet har hatt en høy prioritet i de ulike organene til Europarådet (ER). Under det europeiske justisministermøtet i Sofia (Bulgaria) i 2003, ble det vedtatt en resolusjon mot terrorisme (res. no 1). Toppmøtet i Warszawa i mai bekreftet at terrorisme fremdeles vil bli høyt prioritert i ER, i nært samarbeid med bla. FN.

Hammarberg elected new Human Rights Commissioner

Thomas Hammarberg from Sweden was 5 October 2005 elected new Council of Europe Commissioner for Human Rights to succeed the serving Spanish HR-Commissioner Alvaro Gil-Robles. Mr. Hammarberg is elected for a non-renewable term of office for six years, and takes over the position as Commissioner for Human Rights on 1 April 2006.

The 46 Council of Europe Ministers for family affairs unanimously adopted a political declaration at the end of the two-day conference (16 - 17 May 2006) "Changes in Parenting: Children Today, Parents Tomorrow" in Portugal. European Audiovisual Observatory: Norwegian Presidency announces its strategy

Promoting tolerance and greater interreligious understanding

"Concerted action between the Council of Europe and Religious Communities" is the title of the next seminar on interreligious dialogue to be held in Kazan (Russia) 22. -23. February 2006. On the initiative of the Commissioner of Human Rights, Mr. Alvaro Gil-Robles, a number of religious leaders from Catholic, Jewish, Muslim, Orthodox and Protestant societies are meeting to discuss community tolerance and inter-faith dialogue to overcome conflict, and look at the possibilities for a more precise measures to be taken for enhanced dialogue among religious leaders on a general basis. This is the sixth seminar set up by the Commissioner, where the question of educating about diversity (i.e. tolerance) plays a major role.

The ministerial conference on intercultural dialogue which took place in Faro on the 27^th and 28^th of October was set up to commemorate the 50^th anniversary of the Cultural Convention. During the conference a declaration to promote intercultural dialogue between Europe and her neighbouring regions was adopted.

Secretary General of the Organisation of Islamic Conference speaking to the Committee of Ministers

In the spirit of increased intercultural dialogue, Ekmeleddin Ihsanoglu, Secretary General of the Organisation of the Islamic Conference (OIC), was invited to speak at the Parliamentary Assembly autumn session the 4^th of October 2005. At the same occasion he was invited for an exchange of views with the Committee of Ministers. Ihsanoglu focused on the core values of the Council of Europe: Human Rights, Democracy and Rule of Law.
