During the Council of Europe’s Third Summit held in Warsaw in May 2005, the Heads of State and Government of the then 46 member countries of the Organisation reaffirmed their commitment to the eradication of violence against women, including domestic violence. In their Plan of Action, a decision was taken to launch a pan-European campaign in this field.

The seminar in Croatia on ”Men’s active participation in combating domestic violence”  is part of this campaign. Norway is represented at the Conference by the participants from the Norwegian Centre for Violence and Traumatic Stress Studies as well as the Norwegian NGO "Reform - Resource Centre for Men". Other participants include the United Nations Assistant Secretary General Rachel Mayanja and representatives from the member countries, NGOs and other human rights specialists.
