- Ambassador Torbjørn FRØYSNES has been the Permanent Representative of Norway to the Council of Europe since October 2003.

Norway is represented in the Congress by a delegation of 5 representatives and 5 substitutes.
- Halvdan SKARD (SOC), Baerum, is the head of the delegation. On 4 June 2002 he was elected President of the Chamber of Local Authorities of the Congress of Local and Regional Authorities.

Human Rights
Norway ratified the European Convention on Human Rights on 15 January 1952. It recognised the right of individual petition on 10 December 1955.
