GRECO's third report on Norway

19/05/2009 // The Group of States agianst Corruption (GRECO) issued its third round evaluation report on Norway on 5 May 2009. The report focuses on two distinct themes, namely criminalisation of corruption and transparency of party funding.


In the evaluation GRECO found that the provisions on corruption and trading in influence in the Norwegian Penal Code are of a high standard and fully in line with the Criminal Law Convention on Corruption (ETS 173) and its Additional Protocol (ETS 191). GRECO nevertheless recommended to give consideration to introducing a provision on aggravated trading in influence and to reconsider the use of juries in appeal cases involving aggravated corruption.

Further improvements were required in the field of party funding. Political parties should among other things be required to provide additional information on their expenditure as well as their debts and assets in order to give a clear picture of their possible financial ties.

The report addresses in total eight recommendations to Norway. GRECO will assess the implementation of these in the beginning of 2011, through its specific compliance procedure.
