In May 2006, the Norwegian politician Halvdan Skard was elected as the president of the the Congress of Local and Regional Authorities for a period of two years.
30/11/2007 :: Halvdan Skard, the president of the Norwegian Association of Local and Regional Authorities (KS) since 1992, was elected as the President of the Congress in May 2006 for a period of two years.
Since his election to the Congress in 1988, he has occupied various posts there, in particular those of Vice-President of the Chamber of Local Authorities and Chair of the Committee on Culture and Education. A member of various committees and several times rapporteur, he became a member of the Bureau in 1996 and President of the Chamber of Local Authorities in 2002.
Active in the Social Democratic Party since 1968, he has held positions of responsibility and electoral mandates in, and represented, local and national government.
