Council of Europe White Paper on Intercultural Dialogue

At their 118th session on 7 May 2008, the Council of Europe Ministers launched the Council of Europe White Paper on Intercultural Dialogue – “Living Together as Equals in Dignity”. In the Council of Europe, intercultural dialogue is seen as a means of promoting awareness, understanding, reconciliation and tolerance, as well as preventing conflicts and ensuring integration and the cohesion of society.  

The purpose of the White Paper is to identify how to promote intensified intercultural dialogue within and between societies in Europe and dialogue between Europe and its neighbours. The White Paper is addressed to policy makers and administrators, to educators and the media, and to civil-society organisations, including migrant and religious communities, youth organisations and the social partners. It is also a strategy for how the Council of Europe can promote intercultural dialogue. Among the projects currently being implemented by the Council of Europe is the Intercultural Cities initiative where the experiences of Oslo on how to manage cultural diversity is being used. 

The white paper provides various orientations for the promotion of intercultural dialogue, mutual respect and understanding, based on the core values of the organisation. It provides a significant pan-European contribution to an international discussion steadily gaining momentum, and is continuously being translated into various languages to make it more accessible.
