The Swiss Chairmanship of the Committee of Ministers presented a Draft Declaration and Action Plan on the future of the European Court of Human Rights on 14 December 2009, with a view to their adoption at the Interlaken Conference, to be hosted by Switzerland on 18-19 February 2010.
On 11 January 2010, Norway submitted its comments to the Swiss Draft Declaration. The first document contains some general comments, while the second appended document consists of more concrete proposals to clarify the text and to include a few additional elements. Many of the Norwegian proposals refer to the Steering Committee for Human Rights’ Draft Opinion on issues to be covered at the Interlaken Conference.
On 13 January 2010, the Swiss Chairmanship presented a revised Draft Declaration, based on the Committee of Ministers' discussions. Norway submitted on 26 January additional comments to the revised draft.
