The Parliamentary Assembly of the Council of Europe (PACE) gathers parliamentarians from all 47 member states four times a year. The Norwegian PACE delegation is composed of 5 representatives and 5 substitutes.

The PACE comprises 318 representatives and 318 substitutes from the 47 member countries. The Assembly, representing the 800 million people of the Council of Europe member countries, sets its own agenda. This allows it to bring current issues of importance to the people of Europe to the attention of the Governments, represented in the Committee of Ministers.

PACE plays an important role in the activities of the Council of Europe, and was, amongst other important issues, the initiator of the European Convention on Human Rights. It is PACE who elects the judges to the European Court of Human Rights and the Commissioner for Human Rights. The Secretary General and the Deputy Secretary General of the Council of Europe, as well as the Secretary general of the Assembly are also elected by PACE.
