The allegations refers to suspicious movements by aircraft supposedly linked to the CIA, and believed to have been used to transport prisoners in "the war against terrorism". The Secretary General to the Council of Europe, Terry Davis, has reacted by using his legal powers under art. 52 of the European Convention on Human Rights to request information from all the 46 member states.
15/05/2006 :: The governments were requested to provide information, by 21 February 2006, on how their domestic laws ensure the effective implementation of the Convention. All member states complied with the request. The Secretary General Mr. Terry Davis has issued a report to analyse the responses, and he has announced that he will provide recommendations to the Committee of Ministers of the Council of Europe on proposed follow up actions.
According to Dick Marty, the rapporteur of the Parliamentary Assembly to the Council of Europe (PACE), who is investigating the allegations, it should be possible with the help of Eurocontrol and the European Union’s Satellite Centre to establish a pattern of movements from satellite pictures. Dick Marty presented an interim report to the Parliamentary Assenbly in January 2006, and is planning to present a final report in June.
The Council of Europe is collaborating on this inquiry with judicial authorities of the member states, the EU, members of the US Congress, journalists and NGOs.
